Pursuant to Local Law 4 of 2007, all properties within the sewer district must pay usage fees, even vacant parcels.

Pursuant to Local Law No. 5 of 2007, all properties within the sewer district are supposed to connect to the district sewer system. To answer your question, then, the owners are not entitled to any reimbursement of sewer charges paid and should be directed to make an application to the building department for a building sewer permit.
